If one patient sees another patient doing something, he might be tempted to do that also, especially if the first one gets away with doing a bad thing

It’s hard to think of any. Perhaps if the person on the recreational drug punched me while I was working in the emergency room.

If s/he did, battery was the rime and you were the victim.

Crimes aren't prosecuted in the absence of a damaged complainant.

Agree. The emergency room is a different place. Just about all the nurses have been assulted and no aggressor is prosecuted.
